Why are phytosanitary tests necessary?
Phytosanitary inspections are carried out, among other things, to:
- identify harmful organisms (pests, diseases) in products,
- prevent the entry and spread of pests across borders,
- enable safe trade and support international exchange of goods by confirming their health status (e.g. through phytosanitary certificates),
- fulfill legal obligations under national and international plant health regulations.
Phytosanitary requirements for wooden packaging – ensure compliance with ISPM 15 and the HT mark
International trade in goods is inextricably linked to the use of wooden packaging such as pallets, crates, and dunnage. In order to effectively protect forest resources around the world from the spread of harmful organisms, this packaging must meet strict phytosanitary requirements. These regulations are based on the international standard ISPM 15 (International Standards For Phytosanitary Measures No. 15), which specifies the rules for the treatment and marking of wood used in international trade, including the popular HT (Heat Treatment) marking. The most common type of treatment used in our country is HT thermal treatment, which is carried out in various types of chamber dryers.

At Łukasiewicz – PIT, we focus on providing comprehensive knowledge and practical support in the implementation and maintenance of phytosanitary standards for wooden packaging. Our services include providing information on current regulations, assisting in preparing facilities to meet ISPM 15 requirements (including those resulting from the PN-EN 15582 standard), and conducting the required supervision.
On behalf of the National Plant Protection Organization – GIORIN in Warsaw, we supervise manufacturers of various types of wood packaging materials throughout the country, especially pallets used in international transport, to ensure compliance with phytosanitary regulations. We check and supervise the measures taken to minimize the possibility of quarantine organisms getting onto the packaging.
We issue appropriate certificates regarding phytosanitary requirements.
Our team has extensive practical and theoretical knowledge in the field of phytosanitary treatments that are approved and recognized by the international standard IPPC/ISPM 15.
The National list of wood packaging material manufacturers is a database containing information on manufacturers supervised by the Łukasiewicz Research Network – Poznań Institute of Technology in terms of technical and organizational conditions for the production of wood products in relation to phytosanitary requirements. Data has been entered into the database since 2002.
Properly made wooden packaging that has undergone thorough phytosanitary treatment and has been appropriately labeled means zero problems when exporting goods.
